The Fourth Council Meeting of the World Association for Sedimentation and Erosion Research (WASER) was held in the afternoon of September 1, 2013. The totally over 20 participants, including, President, Professor G.Di Silvio, 15 council members , Secretary General, Prof. Chunhong Hu and members of the Secretariat, as well as observers attend the council meeting.
Meeting was chaired by Prof. G.Di Silvio, and a presentation on the work of the past three years was also given. The Association Treasurer, Prof. Xiaoying Liu gave a presentation on financial statement and membership conditions; Prof. Des Walling, Past President, announced the list of the elected council members through official voting process.
Professor G.Di Silvio from Italy continues to be elected as President for a new term, Professor Zanke Ulrich from Germany and Professor zhaoyin Wang from China were elected as the Deputy Presidents of WASER, Professor Chunhong Hu, is continued to served as the Secretary General of WASER.
The council meeting discussed about the establishment of the Temporal Ad-hoc Committee; approved the candidate for the third Honorary Membership Award, candidates of the fourth best paper award for IJSR, and candidates for the Qian Ning International Prize for Sedimentation and Erosion Technology.
Secretary General of WASER, Prof. Chunhong Hu gave a presentation on draft workplan of WASER in 2013-2016 and Prof. Silke Ursula Wieprecht from Germany reported about the venue, sponsors, co-sponsors, themes et. al about hosting the 13th International Symposium on River Sedimentation to be held in Germany in 2016. The meeting discussed and approved in principle the above two reports and to determine the Fifth Council meeting and General Assembly will be held in Germany in 2016 during the ISRS2016.

On the afternoon of September 5, 2013, the General Assembly of WASER was held during the 12th International Symposium on river sedimentation, members and delegates from around the world attended the assembly.
President of WASER, Prof. G. Di Silvio made a work report of the third council and briefed about workplan of WASER in the future three years and he also appealed all the scientists and engineers in the field of erosion and sedimentation to join in the association and to promote the further development of the association and to make joint efforts to the advancement of science of erosion and sedimentation.
The general assembly also awarded numbers of Association Award. The past Vice President, Prof. Chih Ted Yang announced that Prof. Des Walling of the Exeter University from UK was the recipient of the third Honorary membership award of WASER. The past President, Professor Des Walling announced the winners of the fourth best paper award of IJSR. The representatives of winners received medals and gave a short speech. SG of the IRTCES and WASER, Prof. Chunhong Hu announced the winners of the Qian Ning International Prize, and the winners, Prof. Prof. G. Di Silvio from Italy and Prof. Hajime Nakagawa from Japan received the medals and bonus.
