（IRTCES News,  April 21, 2006）：Advisor of the IRTCES, Former Vice Director General of the Department of International Cooperation, Science and Technology, Ministry of Water Resources, PRC, Prof. Zheng Rugang delivered a lecture on Foreign Affairs at the training seminar held on the morning of April 21, 2006 at the IRTCES. The training seminar was chaired by Mrs. Fan Zhao, Director of the Secretariat of the IRTCES. All the staff of the IRTCES at Beijing attended the training seminar.

The IRTCES is an international organization; all staff have experience with foreign affairs, to learn more on foreign affairs is significant for the work of the IRTCES.  Prof. Zheng gave an excellent lecture through theoretical summary and examples of his abundant experiences of long-term work engaging in foreign affairs. All the IRTCES staff have benefited from the training lecture.
